BIS Certification FAQ
BIS (Bureau of Indian Standards) certification — commonly known as ISI Mark — is India's national quality certification issued under the Bureau of Indian Standards Act. ISI certification is mandatory for 370+ product categories. Operating without mandatory BIS certification attracts penalties of up to ₹2 lakh and/or 2 years imprisonment under the BIS Act, 2016.
Mandatory BIS products include: Electrical goods (switches, sockets, MCBs), cables and wires, cement, TMT bars/steel, LPG cylinders and regulators, packaged drinking water, milk powder, baby food, helmets, pressure cookers, AC motors, and all CRS electronics (mobiles, laptops, LED lights). The list of mandatory products is updated regularly by the government.
BIS ISI Mark for domestic manufacturers takes 3–6 months including factory inspection and lab testing. CRS for electronics typically takes 30–60 days. FMCS for foreign manufacturers takes 4–8 months due to overseas factory inspection. Timeline varies based on product complexity, lab testing duration, and BIS workload. No. Products covered under the Compulsory Registration Scheme (CRS) or notified under Quality Control Orders cannot be imported into India without valid BIS registration. Customs authorities check BIS registration at the port of entry. Non-compliant goods are seized and may be destroyed. The importer or brand owner must obtain CRS registration before the goods can be cleared from customs.
FMCS (Foreign Manufacturers Certification Scheme) allows overseas manufacturers to obtain BIS ISI Mark for products manufactured in their foreign factory. The process involves: application with technical documents, BIS officer overseas factory inspection (the manufacturer bears inspection costs and travel), product testing at BIS-authorized labs, and grant of BIS license. If a BIS license expires and is not renewed, the holder must immediately stop marking products with the ISI Mark. Selling products with ISI Mark after license expiry is an offense under the BIS Act carrying heavy penalties. The license can be renewed, but expired licenses require a fresh factory inspection.
